About Us
IMPL. PROJECT – IMPL. is short for “implementation” – launched in 2015, and is a 501(C)(3) non-profit, non-governmental organization (NGO) headquartered in Rosslyn, Virginia.
Our unique, data-driven methods are designed to directly address the institutional and organizational barriers that prevent sustainable, positive outcomes for communities and programs across the international development spectrum.
In contrast to “big data,” we focus on micro-data: discrete, observable indicators which describe how local communities function. We strive to create an evidence-based understanding of these communities and implement actions that result in measurable and sustainable outcomes.

Our History
IMPL. PROJECT was founded by Justin Richmond. Before founding IMPL. PROJECT, Justin served as a U.S. Army special operations team leader and as a field adviser for the United States Agency for International Development (USAID).
After multiple military tours in Afghanistan and the Philippines where colleagues were lost due to preventable mistakes in misguided operations, Justin knew he needed to change the way international assistance was delivered by those with the tools to help.
IMPL. PROJECT was based on the idea that before you help a community, you need to understand it. Development projects around the world have failed to produce positive outcomes because they didn’t have authentic, accurate community-level data. If collected correctly, this data can be used to create projects that actually make a difference in people’s lives.

We are deeply committed to building robust partnerships with communities and development actors, creating bespoke solutions based on community priorities.

We never allow ourselves to fall prey to tunnel vision. Rather, we strive to incorporate data, insights, and feedback to improve our implementation and operations over time. Just like our communities, our team is in a constant state of learning and development.
